I will try to make this as informative as possible without side comments and my not so emphatic ranting over the incompetence of the government to make this ( at least this) process of securing our NBI clearance better.
Since just like you, who ended up reading this blog, I also looked for an informative site which could give me an idea on how to deal with this. I've read a lot of bad reviews and comments on how difficult to secure one but those reviews did not afford me a reasonable answer to FAQ. I hope I could shed light on your queries too.
Where do I get an NBI Clearance?
After so many years of not needing an NBI clearance, I was confronted with this small stuff which swells on its own. My instinct brought me to SM Megamall in Ortigas. I sure know there was a kiosk there. Just to be informed later that the same was transferred to Robinson's Galleria Mall right across SM. So I proceeded as instructed. Upon arrival, i was greeted by a pool of applicants. I arrived at 10am by the way.
I repeat, the kiosk in SM Megamall is no longer there :)

An officer lady was roaming around as she seemed to be the ground handler. I asked her if there's a number for queue. She said they are done giving number stubs for the day since they already reached the 500 quota. I, together with my tiny shoulders, would have wanted a pat.
List of NBI designated centers where you can get your clearance. Try to be there as early as you can since the first 500 quota basis applies to all.

Upon seeing the advisory posted in their Galleria kiosk, I went to the nearest processing center to my area, that is Marilao Municipal Hall, the following day. I arrived at 10am and fall in line. I was informed that I need to get a community tax certificate (cedula). I was hesitant to get one because I know for a fact that you don't need a cedula if you have a valid ID with you. Then again to avoid any hassle, i submit for fear of losing my spot in the line.
I repeat, you don't need a cedula. Bring atleast 2 valid IDs with you, that would do.
I was served at 3pm. Yes at 3pm! Only to be informed that I need to go back on the date specified in my receipt because unfortunately i got a hit. Hit is their "formal term" of saying that a person of similar name as yours has a criminal, civil or administrative record on their file. They will conduct the necessary investigation to make sure it wasn't you on their list. It will run for a maximum of 2 weeks.
Marilao Processing Center just within the Municipal Jail, holy crap. You get to meet and greet the detainees under the suffocating heat.
How much does it cost?
P 115.00, but please bring extra money in case you need a cedula or some other documentation.
